When I view presentation slides made by StreamAuthor from the Internet, the slides may take a long time to appear and sometimes may not. Why is this?

When viewing slides on the internet, it will need more bandwidth to transfer the data. According to that transmission may be delayed if there is not enough bandwidth. The better way to solve is to save your slides image sizes as smaller as you can to reduce transmission time.
